CE Broker shows Not Complete when any one Texas requirement is unmet. Common causes are a course filed in the wrong category, a missing attestation like Not Working in an ER Setting, a course outside your current period, or a provider report that hasn't posted. The free Basic plan doesn't total what's missing, so compare the Requirements tab with your Course History.

Key facts: CE Broker status and Texas renewal

Why it matters
Without Complete, you can't get into TMB's online renewal (TMB CE Tracking)
Basic is enough
A free Basic account is sufficient for compliance (TMB Quick FAQs)
What Basic lacks
The Requirements tab is a general outline, not your real-time progress; paid plans add a dynamic transcript (CE Broker Basic article; TMB Quick FAQs)
Status is per requirement
Each required subject area must be met, not just 48 hours (CE Broker Basic article)
Provider reporting lag
Provider-reported credits can take up to 30 days to appear (TMB Quick FAQs; CE Broker Report CE)
Human trafficking
Tracked as Yes/No, not hours (CE Broker HT article)
SB 31
Done in MyTMB, not CE Broker; renewal is blocked until TMB shows it complete (TMB CE page)
Forensic
CE Broker's Texas page shows forensic reporting "temporarily disabled" (checked Oct. 17, 2026) (CE Broker Texas page)

CE Broker's own Requirements tab has a "Why does this say 'Not complete'?" panel with three quick checks: your hours add up, each course is in the correct subject area, and no course in your Course History has a warning icon (CE Broker: Why Am I Not Complete?). The fixes below go through those checks and the Texas-specific causes behind them, roughly in the order to try them.

1. Why does CE Broker say Not Complete when I have 48 hours?

Because Texas has subject requirements on top of the 48-hour total. Two hours must be ethics, and depending on your cycle and practice you may also need opioid, human trafficking, or forensic evidence CME. If any one of them isn't recorded in the right subject area, the whole status stays Not Complete. Check each line of the Requirements tab against your Course History.

How to fix it (from CE Broker's Basic article):

  1. Open the Requirements tab to see your renewal checklist.
  2. Open Course History to see every reported course.
  3. Match each required subject area to a course.
  4. Click each course to see which subject area it was actually awarded.

CE Broker notes that the Requirements tab "does not reflect your individual, real-time completion progress" on Basic, so this comparison is manual. (CE Broker)

2. Did I report the course in the wrong CE Broker category?

This is a frequent fix. CE Broker can't categorize courses by title. A human trafficking or opioid course entered as general Formal Category 1 won't satisfy the topic requirement. Report it under Human Trafficking course approved by the HHSC or Pain Management and the Prescription of Opioids instead. TMB says CE Broker can then apply those courses to your ethics requirement automatically.

TMB's Quick FAQ says it directly: if opioid coursework still shows as lacking, "report required opioid coursework specifically in Pain Management and the Prescription of Opioids CME category" (TMB Quick FAQs). If you use CE Broker's single-transcript option to enter several subject areas at once, human trafficking still has to be reported separately (CE Broker single transcript).

3. Do I need an attestation in CE Broker?

Probably, if a requirement doesn't apply to you. CE Broker can't know your practice, so it may list forensic evidence, opioid, or human trafficking until you attest. Under Report CE, then Additional Options, pick your licensing period and file the attestation that fits, such as not working in an ER setting, no direct patient care, residency, or board certification.

CE Broker's help center lists these Texas physician options, among others (CE Broker exemptions):

  • Attestation of Not Practicing in an ER Setting (removes forensic evidence)
  • Attestation of Not Practicing Direct Patient Care in the Cycle (waives opioid and human trafficking)
  • Becoming board certified or recertified by a specialty board
  • Completion of training in a residency or fellowship
  • Human Trafficking already completed in the prior 2 cycles
  • Meeting the Maintenance of Certification (MOC) program requirements

Labels in your own account may differ slightly. CE Broker's Texas overview says the forensic evidence requirement is on by default, which is why the ER attestation matters even for physicians who never work in an ER (CE Broker Texas overview). Only attest to what's true for your practice.

4. Is my human trafficking course showing as missing even though it's not due?

CE Broker still wants your most recent human trafficking completion entered, even in cycles when it isn't due. Report the course with its original completion date, or use the option for human trafficking already completed in the prior two cycles. The course must be on HHSC's approved list, and you should upload the certificate.

TMB's Quick FAQ: "Simply enter your most recent completion date in the 'Date Completed' field. The system will automatically verify your past work" (TMB Quick FAQs). CE Broker tracks trafficking as Yes/No rather than hours (CE Broker HT article). More: Texas human trafficking CME.

5. Are my course dates inside my current registration period?

Your 48 credits must come from your current 24-month registration period, which TMB ties to your license registration, not the calendar year. A course dated before the period started won't count toward it unless you report it as carried-forward excess. When you file an attestation, CE Broker asks you to pick the licensing period, so pick the current one.

Carry-forward: up to 48 excess credits from your previous period can count, but ethics, opioid and human trafficking credits can't be carried (22 TAC §161.35(c)). TMB's Quick FAQ says CE Broker lets you report excess credits from a prior renewal period (TMB Quick FAQs).

6. Why hasn't my provider-reported CME shown up?

Providers that report to CE Broker can take up to 30 days to post your credits. If it's been longer than that, or your renewal is close, self-report the course with the certificate, or ask the provider about their reporting timeline. Not every provider reports to CE Broker, and TMB can't require them to.

7. Is a course counting toward a different subject area than I expected?

Click the course in Course History. CE Broker says some courses "may focus on a specific topic but might only be approved by the board for another subject area, such as general hours," and its Not Complete panel tells you to look for a warning icon on courses that aren't counting yet. If a course only counts as general hours, you may need another course for that topic.

Why is my renewal still blocked when CE Broker says Complete?

CE Broker isn't the only gate. TMB also needs proof of lawful presence on file, and physicians in TMB's listed specialties must finish the free Life of the Mother Act course in MyTMB, which CE Broker doesn't track. If TMB needs your fingerprints, it needs the background check results before you can renew. Check MyTMB for each of these.

Do I need to pay for CE Broker to see what's missing?

No. TMB says the free Basic account is enough to renew, and every plan shows a Complete or Not Complete status. Basic just doesn't calculate your gaps for you; paid plans add a dynamic transcript with real-time calculations. TexasCMELog does the gap check for free in your browser and shows what each Texas requirement still needs.

FAQ

Why does CE Broker say Not Complete for my Texas license?

Because at least one Texas requirement is unmet in your current cycle. Common causes are a course in the wrong category, a missing attestation, a course dated outside your current period, or provider-reported credits that haven't posted yet.

Can I renew my Texas medical license if CE Broker says Not Complete?

No. TMB says licensees without a Complete status in CE Broker can't access the online renewal system.

Do I need CE Broker Professional to see what CME I'm missing?

No. The free Basic account is enough for renewal and shows your Complete or Not Complete status. Basic doesn't calculate your gaps, so compare the Requirements tab with your Course History or use a free tracker.

How do I remove the forensic evidence requirement in CE Broker?

If you don't treat patients in an emergency room setting, file the not-working-in-an-ER-setting attestation under Additional Options in CE Broker. TMB says it removes the requirement from your list.

How long does provider-reported CME take to appear in CE Broker?

Up to 30 days. If you need it sooner, you can self-report the course with its certificate.
